Job Purpose:

  • A Senior Procurement Manager is responsible for the procurement and delivery of sub-contract packages to support the delivery of a portfolio of projects.  The portfolio of sub-contract packages will be strategically critical, of complex nature, be of very high value and risk.
  • The range and scope of those packages include, but not limited to; manufactured sub-contractor, service contracts, remote handling equipment, EC&I, civils, safety case and professional service contracts.
  • The types of contracts used in the procurement of the work packages will be predominantly from the NEC3 suit of contracts with flow down terms & conditions.  Other purchases shall be formulated on purchase orders detailing the scope of supply and deliverables or shall be call off from a framework contract
  • A Senior Procurement Manager will possess a very thorough and robust understanding of Procurement and Supply Chain and shall follow best practice as outlined within the CIPS. 
  • A Senior Procurement Manager will also be required to support the business in procurement strategy, data management within the supply chain, category management, forming contracts, sourcing, delivering outcomes, logistics and corporate social responsibilities.

 

Key Responsibilities:

  • Oversee the procurement team in delivery of sub-contract work packages and represent the procurement function within project meetings
  • Adherence to JFN policies and procedures
  • Ensure procurement best practice is followed at all times within the procurement team through guidance and mentoring
  • Produce and manage contract terms and conditions from the NEC3 suite of contracts including flow down within all of the work packages within the project
  • Manage and lead complex high value sub-contractor negotiations against contract terms, delivery of projects and total cost of supply
  • Oversee the Procurement team in the creation of detailed purchase orders including scope of supply, deliverables, milestone payments
  • Play an integral role in the Supplier selection / awarding of contract process including supplier risk analysis
  • Management, reporting and monitoring of supplier and sub-tier supplier risk
  • Ensure sub-contractors are measured, monitored and reported against project delivery, including milestone targets, cost against budget, quality and on-time delivery
  • Ensure sub-contractors are suitably competent, capable, have capacity, are accredited and have the technical knowledge to deliver the contracts
  • Ensure sub-contractor quality plans are contractually agreed, adhered to and signed off at the appropriate stages
  • Ensure guidelines to utilising and managing the Approved Supplier Base are followed at all times
  • Identify and implement supplier improvement programs to eliminate waste and improve efficiency through the supply chain including tier 2
  • Report budget / project variances
  • Manage Supplier relationships to ensure maximum supplier and sub-contractor performance at all times
  • Ensure all tiers of the supply chain conform to JFN values
  • Act as mentor to a number of Procurement staff to:
    - Develop their procurement knowledge and understanding
    - Develop their leadership abilities
    - Provide support in achieving development goals
    - Encourage staff to develop their personal competences
  • Manage the facilitation of change control and technical queries within procurement
  • Support the Bid function in identifying and developing partner/supplier strategies
  • Support Bid function in negotiations with Sub-contractors on pricing and commercial details
  • Support the business in all other procurement activity
  • Complying with JFN’s health and safety policies and procedures with particular emphasis on:
    - Take care for own health and safety and the health and safety of others
    - Promote health and safety in the supply chain

Key Skills and Competencies:

  • Track record of high performing Procurement Management, preferably within the nuclear industry and across all sectors
  • Proven experience of a clear understanding and application of NEC3 suite of contracts
  • Purchasing & supplier/subcontractor management
  • Supplier risk analysis on complex procurement contracts
  • Commercially focussed and financially literate
  • Project scoping / planning;  Inc. deliverables, risk, milestones, manufacture, assembly, testing, installation
  • Excellent negotiating, influencing and relationship management
  • Excellent communicator, problem solving and innovative
  • Highly motivated and driven
  • Proven organisational skills and high attention to detail
  • Manufacturing / Engineering / Industry experience
  • Understanding of design and engineering processes
  • Ability to read engineering drawings
  • Planning, organising and time management

Qualifications:

  • Ideally Degree or CIPS qualified
  • UK driving licence
